A little history

West Virginia is the only state admitted to the Union by presidential proclamation when Abraham Lincoln did so on June 20, 1863 after the territory broke from Virginia during the Civil War.

Its state motto "Montani Semper Liberi" (Mountaineers are Always Free) is emblazoned on the West Virginia State Flag which takes plenty of elements from the State Seal which is part of the State Coat of Arms... Officially adopted on March 7, 1929, it adhered to the same proportions of the United States Flag.

A field of white is bordered by a stripe of dark blue on all four sides... A gold-colored fringe is to be used for parade purposes... The words State of West Virginia also is starkly seen as is the state flower (Rhododendron) as wreath on the sides.
